So let us be direct: there are no government grants or free loans to pay off your debt. What does exist, however, is a regulated set of debt relief mechanisms backed by South African law – the most effective of which is debt review.
The Short Answer: No Free Government Loans
South Africa does not offer grants or free loans specifically to pay off consumer debt. If you have seen online services advertising “government loans to pay off debt” or “free government debt relief”, treat them with caution. These terms are often used to market private debt services or, at worst, scams targeting financially vulnerable consumers.
The government has, however, created legal frameworks through the National Credit Act that give over-indebted consumers real, enforceable rights. The distinction matters: government-approved is not the same as government-funded.
What Government-Backed Debt Relief Actually Looks Like

1. Debt Review (the Most Accessible Option)
Debt review is the most commonly used and consumer-friendly option. It was introduced in 2005 under the National Credit Act specifically to protect over-indebted consumers. Under debt review, a registered debt counsellor negotiates with your creditors on your behalf to reduce your monthly repayments and interest rates. You make a single reduced monthly payment, and your assets are protected from repossession while the process is active.
Debt review does not write off your debt – but it makes it manageable and gives you legal protection throughout. This is the most practical route for the majority of South Africans struggling with debt.
2. Administration Orders
An administration order is a Magistrate’s court order that consolidates your debts into a single monthly payment distributed to creditors by an administrator. It is only available to consumers with less than R50,000 in unsecured debt. It is slower to implement than debt review and does not provide the same level of protection or interest rate reduction.

3. Sequestration (Voluntary Surrender)
Sequestration is effectively the South African equivalent of declaring personal bankruptcy. Your estate is surrendered to a liquidator who uses your assets to pay off what is owed. While you emerge debt-free, you lose your assets – including your home and vehicle – and the sequestration mark can remain on your credit profile for up to five years.
Which Option Is Right for You?
For most South Africans, debt review offers the best outcome. It is accessible regardless of the total amount of debt, it protects your assets, it reduces your monthly payments, and it is entirely governed and regulated by the National Credit Regulator (NCR). You do not need to approach a government office to apply – you apply through an NCR-registered debt counsellor.

What About Government Debt Relief Grants for Individuals?
There is no government scheme that pays off personal loan debt, credit card balances, or store account arrears directly. The South African Social Security Agency (SASSA) administers social grants for qualifying individuals, but these are income support grants – not debt relief products. They cannot be used to apply for credit and do not reduce existing debt obligations.
Watch Out for These Red Flags
- Any service promising a “free government loan” to pay off debt
- Requests for upfront fees before assistance is provided
- Companies that are not registered with the National Credit Regulator
- Guarantees of debt write-off without legal process
